This country still being — more or less — a democracy, we’ll cast our vote for the following: Timothy Geithner is the worst Treasury secretary in the history of the United States of America.
In the firestorm that’s erupted over the targeting of tea party-affiliated nonprofits by the Internal Revenue Service, it has gone largely unnoticed that the IRS is actually part of the U.S. Treasury. In fact, the IRS comprises the bulk of the Treasury’s annual budget.
And the person at the helm of the Treasury while all this went on was none other than Geithner, a person whose reputation is almost sure to get more and more tarnished as time goes on.
Even before his elevation to the Treasury from president of the Federal Reserve Bank of New York, Geithner was exposed as a tax cheater. He failed to pay Social Security and Medicare taxes on his pay at the International Monetary Fund and was forced to appear before Congress in 2009 to explain how he somehow missed the boat on his 2001-2002 taxes. Eventually he ponied up $25,000 in penalties and back taxes.
The 75th person to hold the title of Treasury secretary, he presided over the first downgrade in the U.S. credit rating in its history. At the time, Geithner’s complaint was that S&P was playing politics. But as a master political manipulator, he should have seen it coming.
To top it off, there is his failure to give President Barack Obama the so-called Grand Bargain that would have fixed entitlement programs for the long haul, raised taxes modestly and put the Federal Budget back on track. Instead we have a last minute deal that raised taxes arbitrarily, a budget cut blitz that’s incomprehensible and no long-term resolution on raising the federal debt ceiling.
The claim by some members of the GOP that the White House conspired to mount an IRS-led assault on Tea Party organizations and their tax-exempt statuses may or may not be true. And it will be extremely difficult to prove.
But, in the final analysis, the buck on the IRS affair starts

Before a teenage group of emergency responders was unleashed across the campus of College of the Redwoods-Del Norte recently, they were told two things: There has just been a catastrophic earthquake and three people are still missing on this campus. The high-schoolers, trained as Community Emergency Response Teams (federally organized first responder certification), broke off into smaller groups to search for the missing persons, which in this practice emergency scenario were mannequins hidden under bushes and decks across CR’s campus by the students’ teacher, Melody Pope. Pope, who teaches health career-related classes at Del Norte High School, reminded her students to follow the protocol they’ve learned by searching in groups of two. Soon enough a group of students, armed with CERT backpacks filled with emergency supplies, found a body (mannequin), evaluated its condition and placed colored tape on it to indicate the health status: red indicating life-threatening injuries in need of immediate care, green meaning the victim has minor injuries (“walking wounded,” Pope says), yellow meaning unconscious or in need of urgent care, and black meaning dead. “We saved a life today,” said 18-year-old senior Cole Ives with a knowing smirk as he held the body in his arms. Jokes aside, the CERT program is a serious community asset. “We have a couple of young men that will be joining the Search and Rescue team” after they graduate from Del Norte High School this spring, Pope said. “How nice is it for them to walk right out of high school and help the community by joining that sort of team?” CERT classes were first developed and implemented by the Los Angeles Fire Department in the wake of the 1987 Whittier Narrows earthquake; the idea was picked up by FEMA and classes were made available nationally in 1993....

Michael Weaver — the ex-Clovis West High star — shared team-low honors with a 7-under 65 as No. 1 Cal shot a school- and course-record 23-under 265 in Thursday’s first round of the NCAA men’s golf Pullman Regional.
Fresno State’s Rufie Fessler, playing as an individual, shot a 2-under 68 in Tempe to put himself in the hunt for an NCAA Championship berth at the end of the three-day regionals.
Southern Methodist’s Bryson DeChambeau (Clovis East High) was at 9-over 81 and the Mustangs seventh in Fayetteville, Ark.
Cal’s Weaver had an eagle and five birdies in a bogey-free round. His eagle came on the 307-yard par-4 15th at the 7,308-yard Palouse Ridge Golf Club, after he hit a 3-wood off the tee to about 4 feet from the hole.
“That was a hole I was hoping to birdie,” Weaver said. “It was nice to do one better. I was really pleased with my round. I hit it well and putted well, so that’s always a great combo.”
Sacramento State’s Ryan Williams (Clovis West) shot a 1-under 71 in Pullman, while USC’s Sam Smith took the lead with a Trojans’ and course-record 62.
Cal is up two on Saint Mary’s. San Diego State (270), USC (272) and Pacific (274) round out the top five.
“Yes, we want to win this tournament,” Bears coach Steve Desimone said. “But let’s not forget what the real goal is here, and that real goal is to finish in the top five and get to the NCAA Championship in Atlanta.”
Fessler is in an 11-way tie for sixth in the 75-player field at Karsten Golf Course in Tempe, but just three back of the leading score for an individual not on a top-five team. The low individual not on one of those teams at each regional also will advance to the finals.
“Today I was very fortunate that my short game was on because I only hit six greens or so,” said Fessler, who had five birdies.
DeChambeau and the Mustangs (297) were five back of sixth-place Colorado and within seven of fifth-place Arkansas at

Jack DeBoer’s apartment project on the west bank of the Arkansas River should launch within the next couple months, the project’s manager told me this morning. The 134-unit project is slated for the southwest corner of Maple and McLean on one of the city’s “catalyst” sites. The site is downriver from another catalyst site at First and McLean for which the city has received two development proposals, at least one of which is expected to include apartments.
